Hasn't actually shown any athlete level feats, and one-shotting Black Canary is 9-C. 10-B, 9-C with weaponry should be fine.

I think running around is something any adult male is fully capable of. That wouldn't really scale to attack potency in my opinion

Not to the extent and with the ease that he was doing. I think that 10-A is an appropriate rating.

I think that Black Canary is higher than 9-C, but the Music Meister profile as a whole seems rather based on speculation.
