Izuku via combat experience and AP advantage, he's already very close to High 8-C, and with his Iron Soles his AP is duplicated, so Blosson's durability should not be a problem for Izuku, while for Blosson it will be very hard to hurt Izuku, and even if she can fly, she still needs to get close to hit him.
 
Well, Blossom has Ice Breath that can potentially freeze Izuku and can materialize her Aura to increase durability or use create in a more creative way to fight Izuku. And I just mentioned it because I think you forgot those two powers of Blossom.
 
According to her profile, the effectiveness of her Ice Breath is unknown, that's why I didn't mentionated that.
 
That fire is not 8-C, so Izuku should be able to counter her Ice Breath with his Delaware Smash.

Also, I doubt that increasing her durability will help her, since Izuku can still use 20%.
 
In abilities, Blossom's flight may be a problem, but Izuku can fire 8 air blasts at a time, so that's out of he would eventually knock her down. Her ice breath is no problem here as Izuku has dealt with stronger ice attacks in the form of Todoroki. Izuku's shockwave generation is definitely going to be a big help here as he will be able to effectively snipe her before she can even close in. In AP, Izuku has a leg up on Blossom even without his equipment. Speed is equalized, so it's irrelevant. In Durability, Blossom is slightly higher than Izuku at Large Building Level, but since her description is vague, it can be assumed to be near baseline. Izuku's durability is high enough that her attacks would barely faze him. In Stamina, Izuku has shown to be slightly higher. Izuku far outclasses Blossom in range. He can either snipe her down or can use his the length of his limbs to land more hits. Izuku also has very valuable equipment in arm braces which double as a focus for his air blasts. He also has his boots which essintially double the AP of his every strike. In intelligence, Blossom is smart, but Izuku is shown to have a more tactical mind. Thanks to his intelligence and fighting ability, Izuku can hold his own against veteran combatants and come out on top. In fact, one of Blossom's key weaknesses is that she lacks any serious experience. Thus, I conclude that Izuku would win without the need to use 20% as his 8% would be enough to take her Blossom after a few hits.
