((0.07236/0.28)^3 = 0.0172592365276968 kilotons which is 17 tons, as the calc said.

You missed the fact that the /1000 makes it megatons.
 
Its not supposed to be in megatons at all, using that formula is supposed to put it only in kilotons
 
It would be /1,000,000 would be Megatons and having no /1,000 at all would just be Metric Tons. This seems alrightish, but didn't Kep use chemical formula to get an 8-B result?

No the base formula of ((x/0.28)^3 gives the yield in Kilotons, dividing that by 1000 gives the result in Megatons.
 
No, the calculation is mathecally good, the result is measured in megatons and 0.000017 megatons = 17 tons; the other method woukd be better since the explosion happened in a surface.

However, my issue is that most explosions calcs we assume 20 psi with no proves whatsoever.
