Two ghouls fight

Fallout because use of power armor and guns give a much longer range. I dont think the mythos ghoul could kill a fallout ghoul that is in power armor.
 
I'm gonna go with Mythos Ghoul. Their Stealth Mastery and Intelligence + Shapeshifting should be able to counter Fallout Ghoul's arsenal. Mythos Ghoul has the edge with Resurrection.
 
Their intelligence doesn't really matter because the Fallout Ghoul could be a genius or below average as it wasn't specified

Shapeshifting into animals or someone they've eaten doesn't really help in a deserted area

As it was stated above resurrection is easily countered by being killed repeatedly

It does matter because of his Shapeshifting and Steath Mastery.

Shapeshifting can still be useful as long as the enemy won't shoot random shit on sight.

That's if he can be kill repeatedly. He just keep getting stronger every time he resurrects himself.
 
They're nine feet from eachother in a deserted area. Anything the Ghoul shifts into will be seen by the Fallout Ghoul, and even if the Fallout Ghoul somehow missed the shapeshifting the area is deserted, which means any life in it is unnatural activity and the Fallout Ghoul would notice.

Stealth Mastery isn't all that useful when the area has nothing specified in the environment that the Ghoul could hide in or around. For all we know a deserted area could be an empty field.
 
Also they're bloodlusted, which means they're going to attack eachother almost immeadiately to end the fight as quickly and efficiently as possible, so it is unlikely that the Myth Ghoul will run away to hide somewhere due to their bloodlust and starting distance.
 
If the Fallout Ghoul is dependent on who they possess for intelligence.

If this is an NCR Ranger, then intelligence is in its favor
