Just look at his page. He mindhaxed at least 118 people back in 1590 at the Roanoke Colony, and was going to mindhax 400 people should they disagree with him.

In the past, his mindhax was responsible for what happened in Roanoke, where "90 men, 17 women, and 11 children" inexplicably went missing. (He used his mind control to march them into the sea)

In the movie proper, he threatened to do the same to all of the inhabitants of Little Tall Island, which is based on Mount Desert Island.

How big is Mount Desert's population? Well...

Well, not exactly. Sidious can use Force Lightning to try to kill Linoge and has likely got AP advantage. Also might have a better Precognition that could give him an advantage should the fight last a little longer. The problem here is that Linoge almost always starts with mindhax and it would be likely decisive here, since Sidious cannot stand against such a powerful mind manipulation.
