I would say Goku, Janna has nothing he hasn't faced and defeated before and from what i see on her pages, he is also a more skilled fighter and has a better 'move set' and she seems to be a 'baseline' low 2-C while Goku has defeated at least Kefla, who herself is stronger than Zamasu who was a baseline low 2-C

Probably Goku, I agree with above. For a Low 2-C, she lacks in an any meaningful Hax (much like Goku!). The difference is, Goku has UIO. Unless Janna has Kefla levels of Danmaku (which barely grazed Goku), she's going to be hard pressed getting a shot in on him. There's also the fact that Goku has dealt with all of her abilities at one point or another.
