Well, in the scenario these two fight and kill, Mermaidmon seems to hold he advantage with Reactive Evolution (Absolutely pivitol) and seemingly higher AP (Aiding in the fight against Lucemon)

So I'll have to go with her.
 
Well both actually have Overwrite, but hers is faster. She aided in the fight against Lucemon, but she kinda got...well fodderized.
 
Well then, I may go inconclusive here, they seem to be on equal footing

@J-Man Ranamo is an aquatic Digimon, often forgotten nowadays.

Going with Neptunemon. Directly scaling off of the Royal Knights, I think he's on the higher ends of 2-C and has more combat experience.

Weaker. But she has the Durability Negating Rain move of hers.
