Well, you caught me coming back I guess. If the concept is type two I do not think he can kill it, but why is that much relevant? Unless he himself is a type two concept or something.

Their potency? Well, Tzeetch gives many haxes (including death manipulation) to Ahzek Ahriman and Primarchs can resist such abilities from the Chaos Warp which contains infinite-dimensions in there.
So Primarchs can resist death manipulation with ease, it's just not on their profile.
