The point of me saying that was that it doesn't have to be "physical destruction". At least not in the way we consider physical destruction here.
As long as it physically affects the target in question (I.E. causing ice to shatter or wiping out a multiversal beings and universes) it would be given a tier.

This is the reason why Haruhi Suzumiya has a listed tier despite her power being pure reality warping hax; to give a quick example.
Monika also has this same exact setup to her powers on her page despite her powers being purely data manipulation/reality warping.

That's the potency of the hax like if you have a hax that can affect a universe on a 4D scale then your hax has low 2-C potency so it would have a low 2-C tier based on this
