The Yncarne can permanently kill daemons, but I'm hesitant to ascribe 1-A potency to it as of now. It should be able to get up there with prep though, since Yvraine did once (though she also nearly killed herself).
Complete ynnead's is obviously 1-A, and on the level where it can seemingly permakill a chaos god.

Note that daemons are ordinarily neither alive nor dead and can come back so long as their true existence in the warp is fine. The yncarne can bypass that, and reintroduce them to the idea of dying.

Seemingly, though in 1-A AP/degrees of transcendence is what really matters. This is also what's supposed to happen according to Eldar mythology/precog, so knowing 40k I don't think it's gonna go as well as they hope. As of now though, yeah.
