Why Naruto is moon level?

I see that naruto Super Tailed Beast Rasenshurike attack rank as moon level,why? i saw that write there that this attack hurt kagura but that not ture,Naruto's attack do noting to her and she look completely unharmed and fine after the explosio ,the reason she transform after that was because the Bijuus in kaguya reacts to naruto's attack and "awakening" or something not because the attack hurt badly Kaguya

I'm preparing a huge revision for the entire Naruto verse.

When i say hugh i mean huge.I'm calcing every single feat they have so be sure that every detail will be addressed.

But until then i can't deal with Naruto threads.I'm sorry but i'll close this.
