Why is the Room of Spirit and Time considered its own timespace?

It is perpendicular to Universe 7's time, but it flows 360x faster
 
Because it's an enclosed dimension, is separated by dimensional walls, and it has its own flow of time. Exactly 300 ish times faster.
Also there isn't just one, but two.
 
No, because we have no proof of that. As far as we know.
The room of spirit and time is a seperate enclosed dimension, separated by dimensional Walls, it has 10x g of earth and the rate which tile there flows is different than U7 [or just the living universe] and it's called a time dimension.
