Why is Azathoth(Demonbane) 1A and Azathoth(Cthulhu Mythos) 0?

Cause they aren't the same character. Different verses, different power showings, etc.
Tier 0 means absolutely unchallenged might, vastly above everyone and everything else, transending the concept of... everything. For CM Azathoth, that is true, but that is not the case for DB Azathoth.
As First Witch stated in the Demonbane revision thread, "You can't be High 1-A if a being that isn't Tier 0 is capable of slapping you silly."
