That is to say in the second game, a lot of human soldiers can give them a fight.

And unless the average human soldier is 9-A, that would not make sense.
 
The average human soldier either is 9-A, which wouldn't be imppossible for LOTR verse humans just unlikely, or it's game mechanics.

Nope, in LOTR verse, 9-c is considered badass for human standards.
