Who is the strongest and most powerful ninja and samurai?

What do you define as Ninja/Samurai verse? The strongest series where they're common themes?
Teenage Mutant Ninja Turtles has stronger Ninjas then Naruto. Leonardo for example has 5-A feats in the 2003 series. There are stronger characters like Wyrm, Galactose and Lord Simultaneous, but they're not ninjas.
Onimusha is a lot stronger then Sengoku Basara, but there's probably stronger Samurai stories out there.

Saint Seiya Omega has a 3-A MFTL+ Ninja Saint.

Super Sentai also has a 3-A Ninja now that I think about it. And La Leyenda has a 3-A Samurai. Far cry from the 1-C Samurai but still.

Ryu Hayabusa. Not only has he killed Gods, he has perfect self control. He can maintain focus and presence of mind even while being surrounded by attractive, curvaceous girls, with bosoms practically hanging out. That he doesn't suffer nosebleeds on a regular basis is also proof of his durability.
