Im pretty sure its TWOH/Heaven Ascension Dio. Why did he lost to Jotaro? Maybe PIS, i haven't played that game yet, sorry.

Similarly of how Jotaro beat Dio in the anime, in the game, Jotaro's Stand upgraded to Star Platinum: The World Over Heaven and managed to beat Dio.

Then if it's like anime pretty sure Dio glanced at jotaro before upgrading and he'd be done with him (PIS). Then Heaven Ascension DIO is pretty much the strongest guy aside from Jotaro. We all know how DIO's personality is.

Tbh I think its Giorno. Because his loss against HA Dio was just PIS because he could've just prevented Dio from touching him via GER's reality reseting
