Where does Multi City Block level come from? (Baki)

Title. So many of the top tier fighters such as Pickle and Musashi Miyamoto are scaled to MCB level

but where does this value even come from? The highest calc on the verse page is only City Block level. Are they just upscaling to the next tier, or is their a MCB calc I'm not seeing?

They upscale from 8-B+ to my knowledge.

Although since Yujiro is 7-C again since his earthquake feat got calced again a lot of characters should just be 7-C as well I dunno why 8-A is still there.
