what tier

Yongest sons of the swordmaster? Also no, you need more context on whether it's just the planet or everything outside of it. If it's everything then 3A is good as infinite power is too vague for high-3A, low-2C is only possible if the world have it own timeline and he hold dominion over shadow across it (highly likely since he's on par with a time god if you are referring to that verse).

its unlikely to be planet sine his illustration was holding a galaxy

With the context you gave, nothing. "Infinite Power" statements are common in fiction, and are often just hyperboles to describe something with great power.

A god
Source of all shadows in the world
said to have infinite power

is this high 3-A or Low 2-C?
Without more information, neither tier is viable. A character being considered as a god doesn't inherently refer to power. Being the source of all shadows in the world isn't a physical feat of strength. A character being said to have infinite power could mean many things other than the strength to produce infinite energy with one attack.

I don't know what illustration this is, but if the illustration depicts something that canonically happened or is meant to coincide with the previous evidence you presented, then it possibly indicates Galaxy level.
