If it's everything then 3A is good as infinite power is too vague for high-3A, low-2C is only possible if the world have it own timeline and he hold dominion over shadow across it (highly likely since he's on par with a time god if you are referring to that verse).

Without more information, neither tier is viable. A character being considered as a god doesn't inherently refer to power. Being the source of all shadows in the world isn't a physical feat of strength. A character being said to have infinite power could mean many things other than the strength to produce infinite energy with one attack.
