If a character can create and destroy one or more than one infinite Poket Dimension filed with energy does that means he is High 3-A ?

For creating one, the creation would be High 3-A, but you'd then need to prove it scales to the character's normal statistics if you choose to go that route. See here.

For destroying one, assuming it's done via raw power, yeah that's a High 3-A feat
