What tier is a character who destroys a restaurant?

Depends on the size of a restaurant.
If you're talking about your typical diner, then Building level.
If it's some tricked out, multi-story complex, then Large Building level.
However, if it's something like a one-room service area, then it might be Room level.
Scans of the size of the destroyed restaurant would be best before evaluating this further.
