To be 9-B, you need to have an Attack Potency of at least 15 kilojoules.

To be 9-A, you need to have an Attack Potency if at least 0.005 tons.

It’s on the Attack Potency page, but you need to range from 15 kj to 0.005 tons to be wall level, and .005 tons to 0.25 tons to be small building level.

To answer your question would would need a feat that was preformed by a character that gets a 9-B+ result, but was either incredibly casual or they got dominated easily by someone else which would warrant upscaling.
