As just the blade? It'd only be as powerful as the wielder. Now, if it were Elysium, which is more or less a counterpart of Inferno/Nightmare, then I can see why it would be put higher up.

No? Elysium is the literal Sword Soul Calibur like how Inferno is literally just Soul Edge.

It's a bit different. Elysium and Inferno aren't the swords themselves; not in that sense. They're more along the lines of personifications, avatars if you will, formed within pocket dimensions contained within the swords themselves (Astral Chaos for instance). The swords themselves otherwise are more or less just possessive swords; in fact, Soul Calibur had been inert for the whole of five games (it hasn't went AWOL until Soul Calibur 5) despite Soul Edge's activity.
