What exactly is Perception Speed?

I am starting to get a little confused on this site’s standard for Perception speed, I thought that it is simply that if you could register to an Attack or movement speed but do not have the physical voluntary, non restricted movement capability for reaction, that includes dodging, moving one‘s body, performing tasks or using one’s powers.
