This probably indicates the character scales above the highest strength deemed as measurable by the source of the statement.
Do keep in mind that the word "immeasurable" doesn't always mean something cosmically grand. If someone says "my disappointment is immeasurable, and my day is ruined," they're not saying their disappointment is on a 4D scale, and likewise can be the case with superpowers.
