We only known that tearing the head off its 15k - 5k N, we do not known about about the other two, but we generally gave around the same value to ripping the arms.
Using former torture/death methods, horse are capable to rip arms and legs of, so it depends of how much force a horse can exceed, and multiplying it by two (for absolute high end).

If tearing off a head is 5000 to 15000 N, then 1 kg is 9.81 newtons. So it's anywhere from 509.683997 kg (Class 1) to 1529.05199 kg (Class 5)
