The essence here is basicaIIy that said character wiII keep his power even if he goes back to a different point in time. For exampIe, if a character attained a power at X time, but regresses to a point before X time, normaIIy, he shouId Iose that power, but in this case he isnt doing so

And also it's an ability that gives Time Travel, what happens is that it sends his current self back to a point in the past without him losing his power as well as his memory. Literally Time Travel.
