Most of them are: "at least [insert something] level + (via powerscalling)" and do not link them to the characters they were scalled off. Some have it, some don't, and I'm seeing people getting confused by it.
Other than that, I've seen weird occurancies where two characters scalled to each other with no feats provided for each, causing some sort of loop, we should look into it and try to fix this issue.
Also, a little trivia: Vegetto is a little over 1-hour-old (at the end of the Buuhan fight, he had one and later against Zamasu, about ten to twenty minutes).
