Kenichi is far more versatile and more experienced in true combat with his life on the line or other such important things at stake (as opposed to Videl mostly just being experienced in tournament combat until she starts helping the cops, but even then she never ends up getting the level of experience fighting skilled opponents of her own level that Kenichi does).

Also, I suspect that in terms of physical striking power, Kenichi is far higher, actually, in the 9-A tier than Videl. I'm a HUGE fan of both series and it seems to me Kenichi has superior striking power and PROBABLY superior speed. DEFINITELY superior blocking-ability due to Seikuken and dodging-ability due to Ryusui Seikuken. He also has some haxxorz techniques like Mubyoshi and Korui Nuki that do super-special things with the Ki in his strikes, while Videl only ever just uses basic punches and kicks.


So I kinda have my doubts about whether it would matter that she can fly (I mean, Kid Goku beat King Piccolo with their power-levels exactly equal when Piccolo could fly but Goku couldn't) and Kenichi can't, I think Kenichi would win this.
