1. Fiora with ease due to much higher close combat speed.
2. I'd still say Fiora due to her absurd parrying ability (she can block any attack the League throws at her, if only for a moment) and tendency to go for the vitals for massive damage.
Round 1: Vega does a thing, Fiora wonders why Vega's swinging his claw around as if he's me without coffee in the morning as she sidesteps comparatively slow/clumsy swings, then decides she's had enough and turns Vega into confetti.
Round 2: This looks a lot more promising for Vega, since he's actually able to hit. He's a good deal more experienced, from the looks of things, too, but he's not got a small arsenal of items to fall back on, and his moveset seems comparatively lacking in the kind of utility and self-sustain that Fiora brings to the table. Couple that with his weakness to his own face that Fiora's bound to exploit, I'd wager she's still a good bit more likely to win.
In Round 2, it's a little more close, but Fiora is able to go head to head against some of the most combat trained Vets in the League, like Pantheon, Garen, and Darius. She's also able to repel any ability with her parry, including lightspeed attacks from Lux.
