Can crossover feats be used to scale a character power level?

Using Crossover feats

There are rules there and there, it depends on the crossover, if it is a one sided one, they only scale to feats shown on the crossover itself, unsure how full crossovers are haddled.
Example, black hat gets his low 2-C from anti pops for being stronger, and the reaosn he scales to it is because his universe resetting feat happens on the crossover as well

If you’re talking Image crossovers, likely not.
