So Upchuck is listed as multi-city block level due to a calc involving Mt Rushmore (he destroyed it). However, he did so after having absorbed the power of the "Sub Energy", which according to the episode it's featured on is 20 times more powerful than our sun and can destroy a continent. Should we put something like "Continent level, possibly Large Star", or what?

Upchuck's AP is completely dependend on what he eats, therefore something like "Varies with what is digested, has Multi-City Block feat and a Large Star level statement".

The wiki mentions it and I definetly remember that statement in the show too.
