Spec decides to invade CLAW Headquarters and encounters Serizawa guarding the place. The umbrella wielding esper notices the intense malice Spec has, and decides to fend off the convict.

8-B Spec and High 8-C Serizawa

Both are in character, but willing to kill if nessecary.

Spec has AP, but Serizawa has literally everything else in his favor barring combat skill, which he doesn't really need because he has his umbrella to nope any close ranged attacks and can blast him with psychic energy from a distance (which incidentally sends Spec flying back, giving Serizawa even more range). Serizawa is also easily the strongest member of the Ultimate 5, having a held-back 3 Ton attack and scaling reasonably above Base Mob and by extent Shimazaki.
