Because Sonic 3 got released, this can be done instead once Shadow gets his profile.

Scenario: At around the end of Sonic 3, the 99th Precinct receives a tip off to Sonic, Tails, and Knuckles, and they send Jake Peralta. Tom, having been acquaintances and friends with Jake as sheriffs and cops when both their department worked together briefly, realizes the danger Sonic is in by a tip off in his own department as he returns home.

This is Tom Wachowski vs Jake Peralta. Fight takes place in Tom's house. Win-con is incap or knockout. Both are armed with only their standard equipment, and Tom's rings are restricted. Tom also has prior knowledge of Jake as scenario states above

Call me crazy but I think Jake could talk Tom down with social influencing and being smarter. This is totally up his alley and they would get along very well but thats open to interpretation.
