Do we have any information about its existence? I heard something about Clear Light being Judy. It's questionable.

No, Judy is just a Shadow-self that reflects the other side of FM & Dido. He is just the nature of God, but Clear light is the true God. Thelma, as Ultima said is all one and the infinite circle is the center of everything, so Judy is not Clear light.
