Toneri destroy the moon and himself with Earth probably. Juubito always draw chakra from Juubi and Juubi have vast reserves of powerful chakra -Juubi's nature chakra comparable to Six Paths Senjutsu- as Obito gain SPSC even without training or not having nature chakra prior to his transformation.

I think Toneri might be higher up in the 5C range. I think Tobi might have more intelligence.

I will probably go with Toneri due to localised reincarnation explosion which could probably one shot Obito.

Toneri move versatile attacks like using puppets and abilites similar to rinnegan. He also can fly and us TK and absorb or negate attacks from afar. I would say he could breath in space but dont know if his page has been revised yet same for obitos page
