(In the games it's 3X the size of an Rhydon which is 2X the size of a human or at least in battle, Maybe it is game mechenics I forgot.)

You don't understand. That is only Dialga's AVATAR. To destroy Dialga, Silver must destroy his true form which is literally too big for Silver to affect

Dialga fainting in battle is as much Game Mechanics as a Rattata being able to beat Arceus, as Dialga has Limitless Stamina and its awareness is spread across all of the Past, Present, and Future of the ∞ × 60 Million Timelines (think Solaris). As for making it fair, I don't think you can.
