In universe, I'm certain Tiger could have a good chance of restraining Izuku before he could adapt to his fighting style in close combat. But Izuku out ranges hard with Air Force if he felt like close combat was an issue against him. However, Tiger's LS is Unknown and as such can't restrain Izuku per our rules.
He really has no way of putting Izuku down before he gets put down himself. Izuku has better showings in battle as well, so yeah I'm voting for Izuku.

Yeah I'm voting Deku for reasons above.
Also add the "izuku midoriya" tag @XSOULOFCINDERX, not just the "izuku midoriya (deku) (pre-final act)".
