Tiering Question

A character scales to B character
A has size manipulation with that he made a C giant who destroyed buildings
B character also used size manipulation and shown to be even stronger than the C moster
Does A character scale to it like If he used on himself he would do even better feats

It sounds more like Character A can amp characters and happens to be comparable to Character B's base. Though, amping characters aren't always assumed they can amp themselfs nor always they're naturally stronger than whatever they amp them too; though if there's other statements such as "Using a mere fraction of their own power" to amp someone then maybe.
