Tier 1 Question

Let's say character X is 1-A. Has multiple statemants of being above any extanstion of hierarchy and is stated to be inaccessible to anyone.
Let's say character Y is tier 1-C but he can reach character X.
Would this be the strenght of the character Y or anti-feat to character X?

Define reach? Does he progress in power over time or does he suddenly go from 1C to 1A?

But I don't think it can considered an anti feat, unless the context of the feat in question/story hints at something different.

Progressivly. I don't think time frame is important tho.

If he slowly progresses then I think he might get two ratings. Both 1C and 1A
