Why are there so many tier 0 SCPs?

It just seems kind of odd for so many to be tier 0. Am I misunderstanding tier 0? I thought that tier 0 meant that you were the strongest.

Tier 0 is just that, a Tier. As long as you reach a certain threshold, you can be Tier 0, just like you can be Tier 1-A or Tier High 1-A. You can also be stronger than a normal Tier 0, or infinitely stronger.

Tier 0 is not Omnipotence, or anything, just how far our tiering system goes.

That was the case like 5 years ago. A Outerverse Series with a "Omnipotent" at the top was tier 0, even if they were factually weaker compared to a 1A character of another verse. Funniest shit ever.
