And mind everyone: both Chen Zhen and Thunder McQueen are 9-C physically (though everyone has an idea how far Chen Zhen is into 9-C).

And speed is unrestricted so Thunder McQueen has MFTL reactions but still "usual Jojo character" travel and attack speed. I believe speed equalisation is unnecessary here anyway.

You just seem to have skimmed over Powers and Abilities. To use his Death Manipulation, McQueen needs to die, either by his own hand or the enemy's. Most character abilities aren't simple or straightforward, so properly reading the whole profile is recommended.
