Willing to say Jeff takes this for his stealth mastery but Joker might be able to get a shot off if confronted.

I mean, QUICKDRAW is quite effective but so is stealth.

Well, Jeff often sneaks up on opponents without them even noticing he is there. Though not sure if the quick draw would be quick enough.

Pretty much my thoughts. Gonna go with Joker as he managed to hit several targets while getting jumped.

Issue was he wasn't really jumped. A bunch of guys, in his line of sight, started beating on him. Not trying to kill him with a knife in the back.

Thats the literal definition of getting jumped tho. Trust me, its difficult to quick draw a gun while getting beat up.

Jeff should be sneakier and he takes down Arthur quite easily with such a huge area to work with.
