Hunter's stronger weapons upscale from his 9-A AP via oneshotting Dinos that are much stronger than the one who performed the feat. Papyrus in character wouldn't want to kill humans but capture them so he'll probably hold back and limit his attacks to not hurt the Hunter too much.
