I'm assuming base Vegeta?

If so, I'd say Thragg.

Thragg has more experience due to his age, is master combatant, higher striking strength, higher physical strength, better stamina, and can actually survive in space for an extended period of time, meaning if he can force Vegeta out of the stratosphere, he pretty much wins.

Vegeta's only real advantage is range and the problem is that he can't just spam ki blasts all day. In addition, Vegeta is arrogant and more likely to make a mistake than Thragg whose is just ruthless as heck and goes for the kill immediately.
