The Borg vs Galactic Empire

Both going with their full abilities against each other ultil full destruction or assimitation (but without a time travel cheat as we see in the last VOY episode).

Galactic Empire all the way. The Borg can adapt, but it's to the "frequency-based" weapons used in Star Trek, and it's never confirmed if the Empire uses the same kind of weapons. It's the same thinking that goes into the "lasers" fallacy. Just because a low-level civilization uses lasers in Trek doesn't mean all lasers would be ineffective, especially as I do think the Empire's weapons are more plasma-based. That, and the Empire won't be holding back. They'll be using their superweapons like the Sun Crusher to blow out solar systems, blow up planets with the Death Star and the Galaxy Guns, and so on and so forth. Plus there's the Eclipse. And we saw how much damage Species 8472 did to them, which were the Borg were very concerned about losing. The number of given cubes in canon is never stated, but given the Empire has 25,000 Star Destroyers at their peak, a plethora of superweapons, a handful of Force users, and higher-tier capital ships like the Super Star Destroyers and so on, not to mention millions of smaller vessels, I think they've got this.
