The Agent lifting strength upgrade

Currently The Agent from Crackdown 1 is listed as Class 5, but shouldn't he be higher?

• You can lift and throw a APC

• You can lift and throw a truck carrying a super large missile

• You can lift and throw a semi-truck

So shouldn't his lifting strength be Class 50 rather Class 5?
