There's a character in a certain series that I plan creating here that fodderizes beings that are already much more powerful than people who flat out do not receive even chip damage from a volcanic eruption taken at point-blank range. Even lowballing, we are talking about a character that fodderizes people who are much more powerful than people capable of creating tsunamis, destroying villages, absorbing several, violent storms and causing storms.
Could a character like that be rated City-level, instead of Tow level?
