I haven't played judgement so tell me if I'm wrong but with the standard equipment Kuroiwa has, he should just be a faster but a little weaker Sugiuchi to Tanimura, who should just keep parrying him well. The adrenaline shot heal would catch him by surprise but he should be able to irk out a win mid-high diff.

Mid-Late Yakuza 4 Kiryu alone mid diffed Tanimura AND Akiyama

Kiryu gets stronger with every game, the gap is visibly clear via still defeating Jo Amon despite him getting stronger every game (and is only ever directly stated/visibly shown he got weaker when he got cancer in IW, being only able to tap into his Yakuza 6 Power at least on account Jo claims his hits "felt like the old times" and the last time Kiryu fought Jo was Yakuza 6). The growth is even shown to be dangerous, in Yakuza 3 when Jo fought in Dr.Minamida's simulation he KILLED the memory/data he had on a Yakuza 2 Kiryu and tells Kiryu in the same game he had gotten way stronger since their lasy encounter, even Kiryu acknowledges how dangerous Jo Amon's growth can be after warning the gang in Yakuza 5 that Jo and this brothers will be back stronger than ever

It's also flat out stated by Saigo that training multiplies your physical capabilities in Yakuza 4 to Akiyama and Barchus teaches Kiryu to double his damage when using the brawler style in Yakuza 0 the more you train with him so it tracks

It was also a Mid Game J1 Yagami that fought Hanged Man, Endgame J1 Yagami played DBZ with Kuroiwa
