Why? Because he has shown able to continue acting despite having his core destroyed [Chapter 113]. It is shown that when a core is destroyed, even for a Daikaiju, they die shortly afterwards [Chapter 48], even with cases like Kaiju No. 12, it still die regardless without being able to attempt one last strike [Chapter 94].
In a later chapter, we see that his consciousness is still alive [Chapter 115]
And we know that Kaiju don’t have consciousness after their core is destroyed, which is why Numbers Weapon 10 is a unique case as the Kaiju was turned into a weapon while it was still alive
