The last arcs of Gravity Falls had a distinctly more horrific atmosphere body horror and apocalyptic imagery. Ergo, I think Bill Cipher could in the top 10.

I would say Cthulu Mythos (Existential/Unknown Horror) is definetly at the top as the most powerful horror genre though. After that I'm not sure.

Does Uminkeo reeeaaally count as horror though?
The start of it with the murders and creepy atmosphere sure, but by the times the whole Kakara multiple timelines higher layers of existence bit happens you know what's going on so the "scary unknown" bit of it goes away.
I suppose you could make a case that it is existential horror, the idea that we are all just pieces of witches, but it doesn't really focus on that.
